NOTAM is an abbreviation most passengers encounter for the first time when something goes wrong. A flight delayed 4 hours with no clear explanation. An airport suddenly closed. A drone confiscated at customs. The same document sits behind all of these situations.

What is a NOTAM

NOTAM stands for Notice to Airmen. Since 2021, most countries have adopted the updated name Notice to Air Missions. It’s an official notification to pilots and aviation services about temporary changes to airspace or aerodromes.

NOTAMs are issued by national aviation authorities. In the US – the FAA, the Federal Aviation Administration. In Europe – EASA, the European Union Aviation Safety Agency, alongside national regulators: the CAA in the UK, DGAC in France, ENAC in Italy, AESA in Spain. All NOTAMs feed into the unified international ICAO system – the UN’s civil aviation agency – and are distributed through AIS, the Aeronautical Information Services. The FAA estimates around 1 million active NOTAMs are in the system at any given time worldwide.

Formally, a NOTAM is addressed to pilots, air traffic controllers, and airlines. But the content directly affects flight schedules, drone operations, airport closures, and whether your airline is even permitted to enter a country’s airspace.

Who issues NOTAMs

Airports, military authorities, meteorological services, and air traffic management organizations. A major hub like London Heathrow or Paris Charles de Gaulle issues dozens of NOTAMs per day – covering runway conditions, navigation lights, closed taxiways, and special operating procedures.

What a NOTAM looks like

It looks like a code, but the meaning is straightforward. Airport EGLL is Heathrow. Runway 09L/27R is closed for maintenance from 06:00 to 12:00 UTC on April 1, 2026. A pilot has to know this. A passenger doesn’t have to – but it explains why a flight got rescheduled.

The codes are standardized by ICAO. Every airport has a 4-letter ICAO code. EGLL is Heathrow, LFPG is Charles de Gaulle, KJFK is New York JFK, OMDB is Dubai International. The 3-letter codes LHR, CDG, JFK, DXB are IATA codes – what passengers see on a boarding pass. NOTAMs use ICAO codes exclusively.

Types of NOTAMs

Airport or runway closure

Full or partial closures due to maintenance, exercises, accidents, or weather. On February 11, 2026, the FAA issued emergency NOTAM FDC 6/2233 closing airspace within a 10-nautical-mile radius around El Paso, Texas. The stated duration was 10 days; the actual closure lasted 7 hours and 24 minutes. Flightradar24 data showed roughly 19% of the airport’s daily traffic was cancelled during that window. Passengers were redirected to Ciudad Juárez and to Albuquerque, 250 miles away.

Dubai Airport issued a series of NOTAMs in March 2024 closing operations due to record flooding. Those notifications gave airlines the official basis for mass cancellations.

Airspace restrictions

Temporary Flight Restrictions – TFRs – are put in place for state visits, military exercises, rocket launches, and natural disasters. When the Pope travels, the entire route is covered by TFRs. When SpaceX launches from Cape Canaveral, a TFR covers a 100-km radius for several hours. As of early May 2026, the US had active Secret Service TFRs over Palm Beach, Miami, and the Camp David area in Maryland – standard protective rings of 10 and 30 nautical miles with rerouting procedures for arriving flights.

Navigation and equipment warnings

A radio beacon is out. The ILS – the instrument landing system that guides aircraft down the glidepath – is offline for maintenance. Runway lighting is non-standard. This determines what weather conditions a pilot can actually attempt a landing in. In low visibility with inoperative equipment, the answer can be straightforward: divert to the alternate airport.

GNSS and GPS interference

Over the past 2 years this has become its own NOTAM category. GNSS is the umbrella term for all global satellite navigation systems – including the US GPS, European Galileo, and Chinese BeiDou. Aircraft use several simultaneously for greater accuracy.

Galileo is the European equivalent of GPS, built and operated by the EU and the European Space Agency, fully operational since 2017. Virtually all European airlines have transitioned to it, and so have most modern smartphones: your iPhone or Android has been picking up Galileo alongside GPS for years, whether you knew it or not.

According to the Swedish Transport Agency, GNSS interference incidents in Swedish airspace jumped from 55 in 2023 to 733 in 2025. Latvia recorded over 820 incidents by mid-2025. Similar patterns appear in Poland, Finland, Cyprus, and over the Black Sea. “GNSS UNRELIABLE” NOTAMs are issued regularly across the eastern Baltic and eastern Mediterranean.

Interference comes in two forms. Jamming blocks the satellite signal entirely – the receiver gets nothing. Spoofing replaces the signal with false data: the receiver locks onto fake coordinates and believes the aircraft is somewhere else entirely. In April 2024, 117 ships in the eastern Mediterranean were simultaneously “teleported” by spoofing to Beirut Airport. For an aircraft this is critical: onboard systems show the plane on course while it’s actually drifting off track.

Galileo introduced OSNMA in July 2025 – a technology that applies a digital signature to each navigation signal. The receiver verifies the signature and can tell whether it’s receiving a genuine satellite signal or a spoofed one. The authentication is open and free for all civilian users.

SNOWTAM – the most relevant type for winter travel

SNOWTAM is a specialized NOTAM on runway conditions in winter. It reports braking action on an international scale from 0 to 6, where 0 means braking is nearly impossible and 6 means dry concrete. It also includes snow depth and ice presence. Poor SNOWTAM readings cause delays even at formally open airports – the aircraft simply can’t stop on an icy runway. In January 2025, four UK airports – Bristol, Liverpool, Manchester, and Aberdeen – suspended runway operations for exactly this reason. Around the turn of 2025-2026, a pan-European snowstorm affected 14 countries and roughly 9,000 flights over 72 hours.

Full country airspace closure

The most extreme form of NOTAM is when an entire country’s airspace closes and all flights in or out become physically impossible. The most recent large-scale example is the closure of Tehran FIR from February 28, 2026, under Operation Epic Fury.

FIR stands for Flight Information Region – a large block of airspace controlled by a single national air traffic control center. Iran’s FIR carries the ICAO code OIIX and normally handles all Europe-to-Asia transit traffic. EASA issued Conflict Zone Information Bulletin CZIB version 2026-03-R7. By April 24 it covered 11 countries in the region: Bahrain, Iran, Iraq, Israel, Jordan, Kuwait, Lebanon, Oman, Qatar, the UAE, and Saudi Arabia. Europe-to-Asia routes added between 2 and 4 hours and between 300 and 800 nautical miles via the southern corridor through Egypt, southern Saudi Arabia, and Oman.

When news outlets say “airspace is closed” – that means a NOTAM has been issued. Airlines physically cannot ignore a destination-country NOTAM: insurance becomes void and landing permissions are revoked. Volcanoes and ash clouds

Volcanic eruptions trigger specialized NOTAMs and SIGMETs – the standard tool for volcanic activity. When a volcano activates in Iceland, the Icelandic Met Office immediately issues a SIGMET with the ash cloud’s coordinates. Eruptions on the Reykjanes Peninsula have been ongoing since 2021. The most recent significant phase was in July 2025, southeast of Mt. Þorbjörn, and magma continues to accumulate under Svartsengi – approximately 20 million cubic meters since the last eruption, according to the Icelandic Meteorological Office. The official hazard assessment runs through June 30, 2026.

Keflavík isn’t closing over this – these are fissure eruptions, and they don’t generate the kind of ash cloud that grounded Europe in 2010 after Eyjafjallajökull. Flights still operate; departures from Keflavík to London add 40-90 minutes to route around the risk zone, and that’s already factored into the schedule.

Indonesia is a different situation. Mount Lewotobi Laki-Laki on Flores erupts regularly – in July 2025 the ash column reached 18 km. Denpasar in Bali cancelled dozens of flights during those days. Singapore Airlines, Jetstar, Virgin Australia, AirAsia, and Qantas were all affected. NOTAMs on volcanic ash closed the zone around Maumere and Larantuka.

VIP flights and airshows

A head-of-state arrival, a national holiday, or a major airshow is a standard trigger for NOTAMs with temporary airspace closures. Singapore Airshow 2026 ran February 3-8 at Changi Exhibition Centre, with flight restrictions in the Changi airport zone throughout. Farnborough International Airshow takes place July 20-24, 2026, in Hampshire, and Heathrow is already building traffic-surge notifications into its scheduling.

Flying a drone near airports may be prohibited by NOTAM

A lot of travelers pack a drone for aerial shots. And that’s where NOTAMs become your personal problem – literally. In most countries, flying a drone inside an active NOTAM zone without authorization is either an administrative or criminal offense.

Before traveling with a drone, you need to check two layers of restrictions. First – permanent zones around airports, military installations, and government areas. Second – temporary restrictions, which is exactly what NOTAMs cover. The most useful apps for travelers right now:

  • Aloft Air Aware – one of the official providers for the US government’s B4UFLY program. Real-time map plus LAANC authorization for the US
  • UAV Forecast – NOTAMs, weather, GPS interference, and a flight suitability index all in one screen
  • Drone Scene – the official free app from NATS, the UK’s national air traffic services provider

LAANC is the US system for automated drone flight authorizations in lower airspace – it replaces manual coordination with air traffic control.

What to know about drone apps in 2026

Before launching a drone, you need to verify whether flying is permitted at that specific location right now. Many drone manufacturers like DJI have restricted zones built into the firmware, but it’s still worth double-checking – especially near airports.

AirMap used to be the go-to recommendation in almost every drone guide. It shut down completely in June 2023. If you come across an older article telling you to install it, ignore the advice – the app no longer exists.

In the UK, Drone Assist was the dominant app until recently. It’s now unreliable: its developer Altitude Angel went into administration in late 2025, and Indra acquired the company in January 2026. During the transition, the app stopped updating its restricted zone map on time. In February 2026, new UK Ministry of Defence restrictions weren’t showing up in it – meaning a pilot could fly into a prohibited zone without knowing. For the UK, Drone Scene from NATS is the more dependable option. Its restricted zone data pulls directly from the official database.

The cost of getting this wrong can be severe. In July 2025, a British tourist in Tenerife launched a drone from the terrace of Hotel Las Águilas during the Virgen del Carmen festival in Puerto de la Cruz. A NOTAM restricting flights over the procession was active, and the drone wasn’t broadcasting a Remote ID signal. The result: confiscation and a fine of around €200,000 from Spain’s aviation regulator AESA. Maximum penalties in Spain for serious violations go up to €225,000 for individuals and €4.5 million for companies.

Italy’s rules are no lighter. Article 1102 of the Italian Navigation Code carries up to 2 years in prison for flying in a restricted zone over transport infrastructure, plus a fine of up to €64,000.

Drone regulations in 2026

Rules vary by region.

In the EU, EASA regulations apply. Three risk categories – Open, Specific, and Certified. Mandatory operator registration. Drone classes C0-C4 based on weight and specifications.

In the UK, from January 1, 2026, the mandatory registration threshold dropped from 250 grams to 100 grams. New UK0-UK6 classes were introduced, along with mandatory Remote ID for newly certified models and a green flashing light requirement for night flights. Remote ID is the system by which a drone continuously broadcasts its serial number, position, and operator location over radio – anyone nearby with the right app on their phone can see whose drone is in the air. According to the CAA, the changes affect up to 500,000 pilots.

In the US, Part 107 rules for commercial drone operations require a TSA background check and a knowledge test at an authorized PSI testing center. Remote ID became mandatory in the US on March 16, 2024.

When NOTAMs matter to passengers without drones

Delays and cancellations

Airlines can’t claim ignorance. Under ICAO rules, the pilot and ground operations team are required to review all active NOTAMs before departure. If your flight is delayed due to “technical issues at the destination airport,” that’s often a NOTAM about a closed runway, an inoperative ILS, or a temporary airspace restriction.

When I’m stuck in a long delay, I pull up the NOTAM for the destination airport through Skybrary.aero or the ForeFlight app. Within 5 minutes I can tell whether the problem is real or the airline is running out the clock. It doesn’t change the situation, but it gives you something concrete to raise with the airline’s gate staff.

When you’re entitled to compensation for a delay

If you’re flying on a flight departing the EU, or on a European carrier, Regulation EC 261/2004 applies. Under it, the airline owes you a payment for delays over 3 hours or for cancellations. The amount depends on the route distance.

These figures haven’t changed since 2004. The EU Council proposed in June 2025 to raise the delay threshold from 3 to 5 hours, but that legislation hasn’t passed yet.

Extraordinary circumstances exempt the airline. Airspace closure due to military conflict, a volcanic eruption, a severe storm – no compensation is owed. The airline is only required to rebook you on the next available flight at no charge, or refund your ticket. But if the delay is caused by planned runway maintenance that the airport announced 2 weeks in advance, that’s the carrier’s problem. They had access to the NOTAM and should have adjusted the schedule. Compensation applies.

2026 system update

On April 18, 2026, the FAA switched the primary US NOTAM service to a new system – NOTAM Management Service, running on cloud infrastructure. The old US system had been running since 1985; after a January 2023 failure that grounded all US flights for 90 minutes, replacement was decided. For users, the address stays the same – notams.aim.faa.gov – but the interface and search format have been updated. Full migration of all 12,000+ professional users is completing in late spring 2026.

Does a traveler need to understand NOTAMs

Honest answer: no, if you’re flying as a passenger without a drone. The airline receives and processes NOTAMs for you. What’s useful is understanding what “delay due to technical issues at the destination airport” actually means. But in a few specific situations, knowing the basics helps you make better decisions and hold the airline accountable.

Yes, most databases are open and free. FAA NOTAM Search at notams.aim.faa.gov and EAD Basic at ead.eurocontrol.int don’t require professional licenses. Apps like Aloft Air Aware, UAV Forecast, and Drone Scene are free and display NOTAMs on a map in a format that makes sense without aviation training.

Anywhere from a few minutes to several months. Emergency NOTAMs for volcanic activity or military action are issued for hours, with extensions as needed. Planned maintenance NOTAMs cover a specific window – for example, 10pm to 6am over two weeks. Permanent restrictions are marked PERM and remain in effect until separately cancelled.

A direct one. Most drone insurance policies include a clause voiding coverage for flights that violate active NOTAMs or restricted zones. If your drone crashes or causes damage while a NOTAM prohibited flight in that area, the insurer will decline the claim – and “I didn’t know” won’t help.

METAR is current airport weather, updated every 30 minutes. SIGMET – Significant Meteorological Information – warns of hazardous weather phenomena: thunderstorms, turbulence, volcanic ash, icing. NOTAM covers everything else that isn’t weather: infrastructure conditions, airspace restrictions, inoperative equipment, GPS interference. Pilots are required to review all three before departure.

No. No active NOTAM means no temporary restrictions – it doesn’t mean unrestricted airspace. Permanent prohibited zones around airports, military sites, prisons, and nuclear facilities exist regardless of NOTAMs and are set in national law.
